1.  Title of the Action:

Enhancing Electoral Education and Observation of Elections in Nepal (EEEOEN)



2. Overall Objective of the action:

To contribute towards consolidating democratic and credible electoral regime in Nepal



3. Specific Objectives:

a.To create an enabling atmosphere for conducting  elections in more free, fairer  and credible manner

b. To increase the accountability of political parties and  candidates on overall electoral process, and enhance public trust and confidence



4. Location of the Action:All 240 electoral constituencies covering all 75 districts



5. Duration of the project:36 Months



6. Total Budget:EUR 4,73,000 (which is equivalent to NPR 45.448 million, at exchange rate 1 Euro= NPR 104)



7. Primary Target Groups:

9. Working strategies in implementing the Action:
  1. Central level coordination and operation by NEOC Secretariat
  2. Day to day management of project activities by Project management Committee (PMC) at central
  3. Regular feedback, suggestions and recommendations by Project Advisory Committee (PAC)
  4. Maintaining close coordination with the concerned stakeholders and likeminded organizations
  5. Regular coordination with regional and district chapters for executing local level activities
  6. Maintaining focal points/person(s) in every constituencies
  7. Establishment of District Program Coordination Committees (DPCC) in every districts and development of TOR for them
  8. Regular help, support and coordination by DPCC is executing every local level activities
  9. Research on materials for electoral education (civic education, voter education and voter information) - by an expert
  10. Assessment of Domestic Laws, policies, Regulations and Code of Conduct- by panel of three experts
  11. Exposure trip to post-conflict countries by NEOC officials for a comparative study on electoral model and representative characters
  12. Production of IEC kits (posters, brochures, booklets, calendars, newsletters, radio jingles, TV PSAs, documentary, etc.) as per need
  13. Central. Regional and constituencies orientation and trainings at different intervals for educators, media and observers
  14. Coordination and mobilization of educators, media and observers at different intervals
  15. Inter-observers coordination mechanism at least among some prominent groups will be formed for information sharing and security coordination at each constituencies
  16. Carry out high level pre-election monitoring and fact-finding missions
  17. A day-long civic dialogues with key stakeholders in 240 constituencies
  18. A day-long focus group discussion with women, youth and marginalized groups in 240 constituencies.
  19. Putting gender mainstreaming as cross cutting issues in the constituencies
  20. Addressing parents, teachers and students meetings in 240 accounts covering all constituencies
  21. Dissemination of electoral education messages via campaign kits at all municipalities and villages
  22. Regular updating of NEOC’s website with news, views and analytical information
  23. Regular monitoring (internal monitoring) by NEOC Officials- deployed by the Secretariat- including the baseline and end line surveys to measure the impact of the project


10.Expected impact of the Action:
  • Political actors' compliance with democratic norms and values in electoral process increased
  • Citizens' confidence on electoral system and electioneering    enhanced


11.Expected Results and Assigned Activities:

Expected Result

1. Public knowledge, understanding and empowerment on freedom of elections enhanced
2:Accountability of political parties on the sanctity of elections enhanced
3:Adherence to fundamental elements of competitive electoral democracy increased
